City Council Meeting - General Plan Land Use Framework
The downtown overlay and hotel are just the beginning of the changes facing Petaluma. Our city’s 20-year “General Plan” is being written right now and the volunteers working on this plan have big changes in mind for downtown.
This City Council Meeting on Feb. 3, 2025 is important because they will discuss a draft of the “Land Use Framework” of the General Plan. The Land Use discussion includes proposals to up-zone large areas of our city and allow for taller, bulkier buildings.

City Council Meeting - Downtown Overlay FEIR and Ordinance
The Feb. 24, 2025 meeting of the City Council will focus on the approval of the Final Environmental Impact Report for the “Downtown Economic Opportunity Overlay” and a first reading of the ordinance to make this overlay part of Petaluma’s zoning code.
This overlay will allow for 6+ story buildings in the heart of Petaluma’s historic downtown. It is a big step for the developer to get around our zoning codes and pave the way for making their monolithic hotel a reality in Petaluma. This is a chance for the community to make their voices heard. Show up and speak out against the up-zoning of our historic downtown to benefit a Newport Beach hotel developer!

Petaluma Historic Advocates is hosting a Community Call to Action on Feb. 25, 2025 at the Petaluma Woman’s Club. Connect with PHA Members and share your thoughts on the hotel, overlay and other development issues facing our city.
